APV collaborative Database in CAR

This project, which has benefited from the financial support of the EU FAO FLEGT Program, has enabled the development of the website www.apvrca.org which gives access to the documents provided for in Annex 11. Enriched at around 80%, the site will be fed continuously by the team of the Permanent Technical Secretariat.

 

The project has also enabled the establishment of a collaborative database accessible in local network and without internet connection, to allow the sharing of forest information between the departments of the administrations concerned by the monitoring of forestry exploitation: Forests Direction, the Forest Data Center and the Observatory.

 

The process of data processing and publication is designed so that the database can be fed either by the Forest Data Center or the Forest Department. The validation of the data entered is carried out after control by the other service. Each validated data carries a distinctive sign and the signature of the validator. This working method makes it possible to make the information processed between these different services reliable.

 

The application also has a multicriteria search engine. It is thus possible to do any type of research by crossing the companies, the forest permits, the periods etc. The searched data are displayed in three forms: tabular, analysis or dynamic cross. With the requested data, it is possible to print the Orders of Recipes.

 

The process of processing and publishing the data makes it possible to calculate taxes in real time by distributing them among the different beneficiaries.

 

The project, which was implemented between September 2016 and May 2017, is now in a second phase during which the database will be improved on the following points:

  • integration of geo-referenced inventory data,
  • follow-up of payments to municipalities and comparison of BIVAC data.

 

At the end of this project, the quality of forest data processing should be seriously improved within the Ministry; this should lead to better monitoring of legality and traceability.
