FSC consultation on the revision of Principles, Criteria, and Indicators (PCI): a major project is launched

The FSC has officially launched a comprehensive review process of its Principles and Criteria (P&C), its International Generic Indicators (IGI), and the entire normative framework that serves as the basis for the Forest Stewardship Standards (FSS/NFSS).

This project, known as the PCI review, is one of the most significant reforms of the FSC system since the publication of version 5 of the FSC Principles & Criteria in 2015, which had already profoundly restructured the forest management framework.

This review is accompanied by a parallel consultation on the procedure for adapting these requirements at the national level, via the FSC Country Requirements.

Objective of the PCI revision

According to the FSC, this reform aims to thoroughly modernize the FSC forest management system to make it:

  • more consistent across regions,
  • more simple and less prescriptive,
  • more outcome-oriented,
  • more aligned with risk-based approaches,
  • and better adapted to the expectations of markets, civil society, and new regulations (including the EUTR/EUDR).

Ongoing consultation: revision of Country Requirements

In parallel with the revision of the CPIs, the FSC is conducting a public consultation on the procedure for developing and revising Country Requirements (FSC-PRO-60-006 and FSC-PRO-60-006a).

These documents define how countries and regions adapt CPIs and IGIs in their national Forest Management Standards.

The consultation is open until:

November 30, 2025

Issues for the Congo Basin and the tropics

This revision will have major implications for tropical countries, particularly in terms of:

  • the flexibility of IGI adaptation,
  • the introduction of priority outcomes at the national level,
  • the future revision of NFSS in the region,
  • the way in which the FSC will address sensitive issues (IFL, conversion, wildlife, social rights, etc.),
  • the calibration and harmonization of requirements between neighboring countries.

ATIBT is closely monitoring this project, which will directly influence future developments in the FSC regulatory framework in the Congo Basin.
