Call for Tenders – Certified Tropical Timber Strategic Prescriber and Market Analysis

As part of the Tropical Timber Trade Facility (TTT) project, ATIBT is launching a call for tenders to recruit a collective prescriber dedicated to certified tropical timber, combined with a strategic market analysis covering France, the Benelux countries and Germany.

Strengthening the competitiveness and visibility of certified tropical timber on European markets is a strategic priority for ATIBT. In this context, and within the framework of the TTT project funded by BMZ and implemented by GIZ, ATIBT is publishing Terms of Reference for a collective prescriber (advisor) mission, including a comprehensive market analysis of target countries (France, Benelux and Germany) .

Companies engaged in certification schemes (FSC, PEFC/PAFC) invest significantly to ensure legality, traceability and high environmental and social standards. However, these efforts are not always sufficiently valued in the marketplace, where misconceptions, reputational challenges and competition from alternative materials remain significant barriers.

The assignment has a dual objective:

  • To design and structure a prescriber strategy capable of influencing material choices upstream of purchasing decisions (architects, engineering firms, contracting authorities, developers, distributors, major retail chains, etc.);
  • To deliver consolidated market intelligence on France, Belgium, the Netherlands, Luxembourg and Germany, segmented by end-use applications (structural construction, interior joinery and design, furniture, outdoor uses and specialised applications).

The added value of the role lies in the ability to analyse stakeholder ecosystems, identify key influencers, develop robust technical and environmental value propositions (notably aligned with the 10 Fair&Precious commitments), and position certified tropical timber within existing regulatory and normative frameworks.

The mission will notably include:

  • Analysis of demand, volumes, species, price positioning, market trends and regulatory constraints;
  • Mapping and qualification of at least 500 key stakeholders across the target markets;
  • Development of a structured market positioning and prescriptive strategy to guide the implementation phase.
  • The assignment is expected to last 6 months starting in April 2026, for an estimated workload of 60 days. The maximum budget is set at €30,000 (excluding VAT) .

Applicants should demonstrate strong professional networks within the timber, construction and architectural sectors, proven experience in market research and strategic positioning, and solid knowledge of European regulatory frameworks and certification schemes.
