TEREA is hiring – EU Technical Assistance Project in Gabon

As part of a call for tenders, TEREA is seeking two profiles for the positions of Lead Experts: (1) in Sustainable Forest Management and (2) in Forest Sector Economics, for the European Union Technical Assistance project supporting forest value chains for a green transition in Gabon.

The objective of the technical assistance is to improve the regulatory, technological and financial environment for the development and strengthening of forest value chains, while promoting high social and environmental standards.

 

1) Team Leader – Senior Expert in Sustainable Forest Management (min. 12 years of experience)

Main responsibilities:
The Team Leader will oversee the Technical Assistance by managing a multidisciplinary team of experts, facilitating the EU/Gabon Forest Partnership, and ensuring coordination with multi-donor partners (FAO, AFD, GIZ, KfW). He/she will support reforms of the legal, fiscal and regulatory framework of the forest-wood sector and facilitate public-private dialogue. He/she will also support access to green and innovative financing (EFSD+, carbon credits, PES), the development of certification and traceability systems, and the structuring of NTFP and cocoa value chains.

Minimum qualifications and skills:

  • Master’s degree in forestry or equivalent
  • 12 years of general professional experience
  • Knowledge of EU functioning (INTPA / Global Gateway)
  • At least 4 years of professional experience in the Congo Basin
  • At least 8 years of experience in tropical forest management and planning, including 5 years in industrial logging

Location: Libreville (with missions across the country)
Start date: 15/10/2026
Duration: 4 years (full-time – 880 person-days)

 

2) Forest Sector Economist Expert (min. 12 years of experience)

Main responsibilities:
The Forest Sector Economist will provide expertise in the economic and financial analysis of forest-wood value chains in Gabon, supporting both public and private stakeholders. He/she will contribute to improving regulatory, fiscal and incentive frameworks, facilitate public-private dialogue, and identify opportunities for green financing and investment (EFSD+, financial institutions). He/she will support the government and private operators in adopting more efficient processes, complying with European regulations (EUDR, CITES), and strengthening sector governance, while ensuring strategic monitoring of markets and EU/Gabon trade opportunities.

Minimum qualifications and skills:

  • Master’s degree in forestry, economics or equivalent
  • 12 years of general professional experience
  • At least 3 years of professional experience in the Congo Basin
  • At least 8 years of experience in green economy, including 5 years in the tropical timber sector
  • At least 1 year of experience within a forest/wood sector company

Location: Libreville (with missions across the country)
Start date: 15/10/2026
Duration: 4 years (0.41 FTE – 360 person-days)
