ADEFAC 2: Recruitment of Four National Project Managers in Central Africa

The Network of Forestry and Environmental Training Institutions of Central Africa (RIFFEAC), the Project Owner, has received funding from the French Development Agency (the “AFD”) and intends to use a portion of this funding to make payments for the services of four National Project Managers as part of the ADEFAC 2 Project.

The four positions are based in Cameroon, Gabon, Congo-Brazzaville, and the Democratic Republic of the Congo, respectively.

Recruitment is being conducted by ATIBT—the International Tropical Timber Technical Association—in its capacity as Delegated Project Owner (MOD), following a procedure developed jointly with RIFFEAC, in accordance with Article 8.2 of the Project Ownership Delegation Agreement.

Presentation of the ADEFAC 2 Project

The Project to Support the Development of Continuing Education in the Forestry and Timber Sector in Central Africa – Phase 2 (ADEFAC 2) is funded by AFD, under Agreement CZZ3992, in the amount of 5 million euros for the period 2026–2030.

It is implemented by RIFFEAC, the Project Owner, with ATIBT serving as the Delegated Project Owner.

Building on ADEFAC 1, implemented between 2020 and 2025, the project aims to establish a high-quality continuing professional development (CPD) program, led by training institutions in Central Africa, to meet the needs of a forestry and timber sector undergoing profound change: the development of local processing, legality and traceability requirements, implementation of the EU Timber Regulation (RDUE), the development of domestic timber markets, and the growth of micro-enterprises, SMEs, and the artisan sector.

The project is being implemented in four priority countries: Cameroon, Gabon, Congo-Brazzaville, and the Democratic Republic of the Congo, with a possible expansion to the Central African Republic and Equatorial Guinea.

It is structured around five components:

strengthening training institutions, including eight pilot institutions;
structuring continuing vocational training for the benefit of professional organizations and businesses;
the joint development of sustainability mechanisms involving training institutions, the private sector, and government agencies;
cross-cutting activities related to governance, gender, communication, and knowledge sharing;
project management.

Four National Project Manager positions to be filled

RIFFEAC and ATIBT are recruiting four individual consultants to ensure the operational implementation of ADEFAC 2 in the following countries:

Each candidate may submit only one application, in their own name and for only one country.

Main Responsibilities

In each country, the National Project Manager will be supervised by the Regional Project Manager, who is responsible for the overall implementation of ADEFAC 2 and the coordination of activities across the various countries.

The candidate’s responsibilities will include, in particular:

Implementing activities in the country: planning, rolling out, coordinating, and supervising project activities in accordance with the work plan and annual budget, and supporting beneficiary partners, including pilot training institutions, professional organizations, businesses, artisans, and government agencies.
Coordinating short-term expert missions: welcoming and supporting short-term experts mobilized by ATIBT, contributing to the preparation of their terms of reference, monitoring the quality of deliverables, and capitalizing on the results.
Facilitation of sustainability mechanisms: facilitate national thematic working groups and support certification initiatives, the promotion of trades, and advocacy efforts with national authorities.
Monitoring, reporting, and administrative management: producing monthly activity reports, compiling data for performance indicators, managing field expenses, and preparing supporting documentation in accordance with AFD procedures and the Procedures Manual.
Partner engagement and representation: Maintain active relationships with training institutions, government agencies, and the private sector; represent the project at national meetings and events; contribute to communications; and monitor other initiatives in the sector.
